Model Storage and Management System (MS2) is a collaborative effort between the Texas Water Development Board (TWDB) and Texas Disaster Information System (TDIS). The TWDB is implementing the requirements of Senate Bill 8 of the 86th Texas Legislature (2019). The bill required TWDB to develop and administer Texas's first statewide regional and state flood planning program and prepare and adopt a comprehensive state flood plan by September 1, 2024 and every five years thereafter. The 15 Regional Flood Planning Groups (RFPG), designated by the TWDB in 2020, submitted regional flood plans in January 2023, and submitted their amended regional flood plans to TWDB on July 2023. These plans provided the basis for the 2024 State Flood Plan.
Each RFPG hired a technical consultant to assist in gathering data and developing regional plans. The consultants are required to gather and submit every hydrologic and hydraulic (H&H) model developed or utilized to evaluate projects and strategies that were recommended in the regional flood plans.
To store and preserve key information about these models, TWDB and TDIS have developed and implemented a system called Model Storage and Management System (MS2) to process these model uploads.
The system ingests and stores these large H&H models from the regional flood planning group technical consultants along with model metadata and also serves as a source to eventually deliver the metadata and models out to other interested users, via the TWDB State Flood Plan Viewer.

The TWDB-FP services enable system users to describe and register the submitted RFPG models and data collections for use and review by flood planning program managers at TWDB.
HOW DO I USE THE SYSTEM AND WHAT DOES IT DO?
Upon request to TWDB, RFPG technical consultants are provided with a unique login to this MS2 system, whereby they can:
- Generate metadata about the models being submitted, such as when it was created, the model type, and other key pieces of information for the MS2 archive.
- Generate a script to facilitate the actual upload of the large model files from their computer.
- Manage communication with TWDB about the model uploads.
